Bidi - Template window in Arabic UI should be translated into arabic

Steps to reproduce

1. Open Arabic UI
2. Press on "Template"
3. Template window will be opened

Expected result

Templates description should be viewed into Arabic language

Actual result

Templates descriptions are viewed into English language

Other details (browser, OS, CKEditor version, installed plugins)

Suggested Solution

If you are not willing to translate it for some reasons , so As a BiDi user I suggest to view this text aligned left and has LTR direction because it does not make sense to be viewed it right-aligned

There is no mechanism to translate template descriptions at the moment (as the templates are defined in the separate .js file and can be also modified by users). But there is some room for improvement as suggested to properly align the list.
