Editor toolbar perception with screen readers

Description

JAWS is not reading out the Toolbar when the user has entered the Toolbar by pressing Alt + F10, while it's speaking out the toolbar items directly.

This should probably be closed as the issue was reported 4 years ago and hasn't been duplicated since.

JAWS is now reading out the Toolbar. I'm closing this as fixed.
