[IE8] Unable to exit from block elements

Description
It's not able to move cursor after the following elements at the end of document:
- ul/ol
- form
- blockquote
The unexitable elements list should expand to consider these elements.

I don't think we need it for ul/ol and blockquote. If you want to exit a list, hit ENTER. If you want to exit a blockquote, just click its button. Much probably that's the reason why we don't handle these cases.
I confirm it for forms.
