Dialog's rendering issue in quirks mode

Description
In CKEditor 3.3.1, when we have lengthy data in any of the dialog control fields in quirks mode, dialog stretchs more and occupies the entire page to display (screen shot is attached). Replication:
- Run the attached 'replacebycode.html' file.
- Double click the 'CKEditor' link inside the editor area.
- Once the link dialog is opened, go to advanced tab now you can see the dialog is stretched.
Note: this issue is happening for all dialog based controls.

I have found the similar issue in dialog tabs as well. when we have the lengthy label for the dialog tabs, dialog tab's are stretched. Screenshot is attached.

The key point to reproduce this issue is, text area should be having the lengthy field information at the design time. Here i have added the link information in the design time(refer the attached file: replacebycode.html).
