This is actually applicable for Office and V2 (See IE8_V2.png) skins when resizing dialogs in IE6-IE8. It is reproducible from CKEditor 3.5.
In IE9 there is a tiny break/hole in shadows (See IE9.png). It can be observed from CKEditor 3.4.3.
Note that before resize was implemented, this tiny break/hole in shadows could also be observed in IE6-IE8 in CKEditor 3.4.3. I’m writing about it because maybe the correct CKEditor version when this bug started is 3.4.3 not 3.5.

NOTE: I have noticed that shadows actually had holes when dialog was displayed but that was till version 3.5.
Now this is happening only during resize and only for a second - shadows don't keep up with dialog resize.
Not constantly reproducible.
