Upload controls not available in Safari, in RTL mode

Description
When using CKEditor in Safari, or even Chrome on OSX, And using the Hebrew layout- Open a link dialog, go to the upload page - There's no upload button available in the file upload control. This is a very high priority bug - because clients cannot upload files.

Yeah that's right! On Win/Linux everything is fine, but on safari the "Choose File" button disappears. And I've found out that if your "drag&drop" inside the choose file area, the button gets back... the upload control is scrollable!

Nothing to do with CKFinder though.

I assume that you have meant "Choose File" button.
It seems that on MAC when combining CKEditor with CKFinder and using Hebrew language in CKEditor's config.js the "Choose File" disappears.
It works fine in Win and Linux.
